Communities in the First District were hit hard by winds overnight and the situation continues with power outages, fallen trees and downed power lines. We have received the most recent reports of number of customers without power:

·Highland Park - 13,000

·Chinatown - 1,700

·Cypress Park – 9,300

·Lincoln Heights – 3,000

At the direction of my Chief of Staff Jose Gardea, we have dispatched our field deputies to survey the damage and have thus far reported more than 200 downed trees. We continue to assess damages and have sent City crews to respond to any danger from continuing gusts.

If you smell gas, or have another emergency, please call 9-1-1 immediately. Call 1-800-DIAL-DWP(800-342-5397) to report downed power lines and power outages. To report non-emergency wind-related problems, call the City’s 3-1-1 call center, which will be open 24 hours during the wind event.

Earlier in the day, the Los Angeles Department of Water and Power (LADWP) had urged Northeast Los Angeles residents to conserve water after a power outage had affected water pumping infrastructure that supplies water to the following communities: Mt. Washington, Mt. Hermon, Monterey Hills, Cypress Park, Glassell Park, Montecito Heights. Thankfully, the LADWP announced this late afternoon that this water conservation alert has been lifted.

LOS ANGELES – Councilmembers Ed P. Reyes and Paul Krekorian will hold a special joint meeting Wednesday, Oct. 12, to continue charting a course for the future of murals in the City of Los Angeles. Krekorian, Chair of the Arts, Parks & Neighborhoods Committee, and Reyes, Chair of the Planning & Land Use Management Committee, will hold the joint session at 3:30 p.m. in the Board of Public Works Room 350, Los Angeles City Hall, 200 N. Spring St., Los Angeles 90012.

The two committees will discuss amending the City's sign code to permit murals on private property. At issue is a May 2002 ordinance approved by the City Council that amended regulations governing prohibited signs to include Supergraphic Signs, Inflatable Devices and Murals Signs. The City Council is crafting an ordinance, consistent with the First Amendment, that permits fine art murals on private property, and thus restores Los Angeles as the "mural capital of the world."

During Wednesday's meeting, the City's Cultural Affairs and Planning departments will deliver a presentation(attached) on possible avenues for mural permitting. Their presentation is the result of ongoing meetings with muralists, art organizations and other stakeholders.

Councilmember Ed P. Reyes today torched the last bicycle marker on the 7th Street bike lanes, the first commuter bikeway in downtown L. A. The 2.2-mile bikeway is striped from Catalina Avenue to Figueroa Street through Downtown, Koreatown and Westlake—three of the most densely-populated neighborhoods.

Reyes was joined at MacArthur Park by about 100 bicycle enthusiasts, including bicyclists, day laborers, City and community leaders at the corner of 7th and Alvarado streets, across the street from the Metro Red Line station. They included the Los Angeles County Bicycle Coalition (LACBC), Los Angeles Department of Transportation (LADOT), the City’s Department of Recreation and Parks, Central American Resource Center (CARECEN), Council for Watershed Health, Central City Neighborhood Partners and the MacArthur Park Neighborhood Council.

“We are removing a car lane, in favor of a bike lane. By doing so, we, as a city, are changing the way we see bicycles, as not only a recreational vehicle, but as a legitimate form of public transportation,” said Reyes, who spearheaded the Bicycle Master Plan. "In addition to all who joined me today, I'd like to also thank Mayor Antonio Villaraigosa for his enthusiasm and leadership to help create a more bike-friendly L.A." The next phase involves extending the 7th Street bike lanes an additional 2.9 miles through Downtown to Soto Street in Boyle Heights.

“We are so proud to see through the implementation of our two year long campaign to get a bicycle lane on 7th Street,” said Jennifer Klausner, LACBC’s Executive Director. “This marks a sea change in the City improving the safety and quality of life for cyclists in one of the most transit dependent, working class neighborhoods in LA.”

Jaime de la Vega, LADOT’s General Manager, said: “It’s a great day for all Angelenos who live, work and play in the Westlake/MacArthur Park. For cyclists, drivers and pedestrians alike, these new bike lanes will also help to increase public safety.”

The Bicycle Master Plan, approved by the City in March 2011, lays out 1,680 miles of interconnected bikeways and calls for more than 200 miles of new bicycle routes every five years Citywide, including along the Los Angeles River. The Plan will be implemented in part using funds from Measure R, a half-cent sales tax increase approved by voters in 2008 to fund transportation projects.

Almost 200 attend Arts fundraiser

Councilmember Reyes recently honored Ricardo and Maria "Terry" Teresa Muñoz hosts of the 5th Semi-Annual Tardeada Garden Party and Art Auction to raise funds for Avenue 50 Studio. The studio is a nonprofit gallery dedicated to promoting multicultural artists and poets through art exhibitions, workshops, and spoken word events in Highland Park.

Councilmember Reyes and guests recently paid tribute to Gilbert "Magu" Luján, an internationally known Chicano artist, who died Sunday, July 24, after battling cancer. He was 70. The shrine dedicated to the Chicanismo pioneer was created by Avenue 50 Studio Board Members Sybil Venegas and Laura Medina, and Artist Yreina Cervantez.

Wayne Healy, a renowned Chicano artist, and Reyes recollect the weekends when Reyes watched Healy paint murals in the First District in the 1970's.

City Council Adjourns in Memory of George Ramos, Los Angeles Times reporter, columnist

LOS ANGELES-The Los Angeles City Council adjourned today’s City Council meeting in memory of George Ramos, a three-time Pulitzer Prize-winning reporter, columnist and editor for the Los Angeles Times, who was more comfortable referring to himself as “the kid from East L.A.”

Ramos, who suffered from increased complications from diabetes, was found dead at his home in Morro Bay Saturday. He was 63.

“George was a tenacious reporter and a brilliant story teller who always wrote from the heart," said Mayor Antonio Villaraigosa. "A proud son of the Eastside, he intimately captured the Latino experience in Los Angeles and never lost sight of the human dimension in journalism. He will be greatly missed but his legacy and enduring love for our City will live on through the many young journalists he mentored throughout
the years.”

Ramos was born in Los Angeles on Oct. 1, 1947. He grew up in Belvedere Garden, a neighborhood he described in a 1984 Pulitzer Prize series story as an East L.A. hillside barrio inhabited by “poor but proud people” with “hopes as resilient as tall wheat in a summer breeze.” Ramos graduated from Garfield High School and attended Cal Poly San Luis Obispo where he earned a bachelor's degree in journalism in 1969. He joined the Vietnam War effort, serving in the U.S. Army from March 1970 to September 1971 in West Germany and South Vietnam. He was awarded the Purple Heart after suffering a leg wound.

"I first met George over the phone when I was studying in Oxford more than 15 years ago and recently saw him on Memorial Day at Cinco Puntos. In the intervening years, I came to appreciate his unique perspective on issues facing our great city. His death is a loss for us all," said Council President Eric Garcetti.

First District Councilmember Ed P. Reyes said: “George Ramos was a street reporter, passionate and fiery, who constantly searched for the human side of the news. We will miss his ability to seek truth. It’s a perspective that’s needed now more than ever and we will miss him.”

Ramos joined the L.A. Times in 1978 after working for Copley News Service and the San Diego Union. During his career at the Times, he went on to win three Pulitzer Prizes, an honor only a handful of Latino reporters has accomplished in journalism history.

“As a teacher, journalist and veteran, George Ramos was a friend and mentor to many,” said Fourteenth District Councilmember José Huizar. “His influence crossed generations. His keen intellect, sharp sense of humor and deep sense of humanity will be dearly missed. I’m fortunate to have had the opportunity to see all his gifts displayed at our annual Veterans’ Memorial commemoration at Cinco Puntos in Boyle Heights, which George participated in numerous times. My thoughts and prayers go out to all mourning the loss of this great man.”

Tenth District Councilmember Herb Wesson said: “George Ramos had roots in many communities, and the fact that he cared about those communities was reflected in his writing. He was a fine journalist, and a great role model. The many young journalists he trained, and who maintain his high standards, are the important legacy he leaves us.”

“George Ramos had a monumental impact because he was fearless in seeking out the truth and sharing it with the public. I am among the many fans who greatly admired him for his journalistic skills, personal and professional integrity and incredible dedication. Most of all, I appreciate how much he accomplished not just through the printed word but through his own humanity, as he was a wonderful and caring person who mentored countless others, giving them tools and wisdom with which to build a better career, life and world,” said Fifth District Councilmember Paul Koretz.

Ramos and former Times editor Frank Sotomayor were co-editors of a groundbreaking series on Latinos in Southern California that won the paper the Pulitzer Prize Gold Medal for Meritorious Public Service in 1984. Seventeen Latino journalists worked on the 27-part series. Ramos also was part of the Times reporting teams that were awarded Pulitzer Prizes for coverage of the 1992 Los Angeles riots and the 1994 Northridge earthquake.

Seventh District Councilmember Richard Alarcón said: “Molded by the mentorship of Rubén Salazar and Frank del Olmo, George Ramos had a very personal connection to his Los Angeles roots and his writing reflected this.
By embracing his background, Ramos helped shape the conscience of Los Angeles.”

In 2003, Ramos left the Times to return to San Luis Obispo where he served as Cal Poly Journalism Department Chair. Ramos, a mentor to young Latino reporters, also served as president of the California Chicano News Media Association and was inducted into the National Association of Hispanic Journalists Hall of Fame in 2007. Ramos returned to the teaching ranks and continued to serve as the faculty advisor to the Mustang Daily, the student newspaper. He also volunteered as an editor for Cal Coast News, a San Luis Obispo-based website. He admitted, however, that he missed Los Angeles.

Ramos was quoted as saying: “I can’t just sit on my laurels. I didn’t get into journalism for the rewards. I still consider myself as the kid from East L.A.”

Reyes and Filipino Community to raise funds to restore MacArthur monument

Councilmember Reyes and members of the Filipino community in Los Angeles are helping to raise funds for the restoration of General Douglas MacArthur’s monument at MacArthur Park. Reyes reached out to the Filipino community live on Radio Manila today. He spoke with Aurora “Awee” Abayari, executive vice president and host of Radio Manila, about the restoration effort of General MacArthur’s monument. The MacArthur monument is one of three monuments nationwide and in the Philippines that pays tribute and celebrates the Philippines and Filipino community for their WWII efforts and contributions. General MacArthur paved the way to help recapture and liberate the Philippines from Japanese rule. Reyes and locals flipped the Highland Theater sign switch at the Old Farmers Market on Tuesday in Highland Park. The Highland Theater is designated a Historic Cultural monument designed in 1924 by Lewis "L.A." Smith. The 502-bulb display has been dark since 2004, and is one of only two large incandescent bulb signs still in use along Route 66 in Los Angeles. The project is funded by private donors and the National Park Service Route 66 Corridor Preservation Grant Program.

Reyes, Northeast leaders and community unite for peace

The family of Bryan Stow, the San Francisco Giants fan who was brutally attacked at the Dodger Stadium on March 31, thanked the Northeast community for their support at a peace march kick-off event at the Glassell Park Senior Center.

Nearly 1,000 came out for a three-mile march to promote public safety, raise awareness about victims and their families, and reduce violence in the Northeast.

Reyes discusses the issue of porn in public libraries on KPCC's Air Talk

Libraries are sanctuaries for learning. They should not be places where children are vulnerable to viewing offensive images that can affect them for years to come. I called for action after a man was seen viewing pornography on a Chinatown public library computer in plain sight of children. Library staff responded promptly. I joined City Librarian Martin Gomez today to discuss this on "Air Talk with Larry Mantle."

DETAILS: CicLAvia returns to Los Angeles to promote bicycles as a means of sustainable transportation, increase use of public space, and to provide a safe and car-free route to unite the community. CicLAvia was inspired by an international phenomenon that started in Bogotá, Colombia more than 30 years ago. Streets are blocked off for bicyclists and pedestrians every Sunday in Bogotá for Ciclovía (Spanish for “bike path”).

The City’s first CicLAvia in October 2010 drew about 100,000 bicyclists, walkers, runners and skaters to enjoy 7.5 miles of car-free streets. The event returns to L.A. this Sunday, April 10, with a 7.5 mile-route through the neighborhoods of Boyle Heights, Little Tokyo, Downtown, Westlake and MacArthur Park, Koreatown, and East Hollywood. CicLAvia organizers plan to expand the next event, scheduled for October 9, 2011, to the University of Southern California and Exposition Park.

Reyes, who chairs the City's Ad Hoc Committee on the Los Angeles River, has been a leader in creating bicycle paths along the Los Angeles River, bike lanes on Riverside-Figueroa St. Bridge and more bike racks.

Reyes announces $50,000 reward in attack of Giants fan at Dodger Stadium

Councilmember Ed P. Reyes today announced a $50,000 reward for information leading to the arrests of the two men (sketched above) responsible for beating a San Francisco Giants fan unconscious at Dodger Stadium. The reward was unanimously (12-0) approved today by the Los Angeles City Council.

"Violence has no place at what should be a family venue," said Reyes, whose district includes Dodger Stadium. "My heart goes out to the victim’s family. I can assure you that our officers will do everything we can to bring these perpetrators to justice."

Rewards for the attack on Bryan Stow, a 42-year-old paramedic, on Opening Day now total $100,000. In addition to Reyes’ $50,000, rewards include $25,000 from the Los Angeles Dodgers, $10,000 from the Los Angeles County Board of Supervisors, $10,000 from the Giants and $5,000 from Stow’s employer, American Medical Response.

"I applaud Councilmember Reyes and the entire City Council for approving this reward in an effort to apprehend the individuals involved in the attack at Dodger Stadium," said Mayor Antonio Villaraigosa. "Violence like this will not be tolerated and I encourage anyone with knowledge of the attack to assist the LAPD in their investigation."

On Thursday, March 31, 2011 just after 8:30 p.m. Stow and three friends, all wearing Giants apparel, were followed and confronted by two men in the Dodger Stadium parking lot, according to Los Angeles Police Department detectives. The attackers, both between 18 and 25 years old and sporting Dodger apparel, yelled derogatory comments and taunted them for being Giants fans. They ignored the suspects and continued walking.

The pair continued to follow Bryan, at which time one of the suspects struck him in the head with a closed fist, knocking him unconscious. The attackers continued to kick Bryan in the head and torso as he lay on the pavement. They then fled on foot to a waiting vehicle, an off white or tan four-door, driven by a female who had a child, between 8 and 10 years old, in the passenger seat.

Bryan, a father of two from Scotts Valley (near Santa Cruz), sustained life threatening head injuries. He is receiving medical care at USC Medical Center where he is listed in critical condition.

Councilmember Ed P. Reyes today announced a $50,000 reward for information leading to the arrests of the suspects responsible for gunning down a high school teen in the Los Angeles community of Highland Park. Reyes was joined by Los Angeles Police Department homicide detectives, the victim's family members and his church pastors at the press conference today at the crime scene, 390 N. Avenue 57.

"I urge anyone with any information about this vicious crime to please come forward," said Reyes, whose district includes Highland Park. "Please give Jonathan's family and friends some peace of mind so they can begin the long, painful journey of healing."

Reyes was joined by LAPD Captain William Murphy and Madeline Rivera, the victim's mother, who delivered a tearful plea calling for the public's help.

"I'm asking for help," said Rivera, holding up a photo of Jonathan. "This kid right here, he had a lot of dreams. He wanted to finish school. And April 28th last year he was standing out here like any other kid. They came around and they finished his life. The only thing I want is justice."

Rivera said her son was not a gang member. He was active in his church and with Peace Warriors, a local gang prevention program.

Pastor Ezra LaTurco, of Victory Outreach Eagle Rock, described Jonathan as a teen with a good sense of humor who loved music. Just months before Jonathan was killed, the teen had joined church members on a bus trip to Colorado for a retreat where he demonstrated his devotion to God, LaTurco said.

On April 28, 2010, just after 4 p.m., Jonathan Val was approached by three male Hispanics in a vehicle as he stood on the sidewalk in front of an apartment building in the 300 block of North Avenue 57, police said. He had just left his aunt's apartment building when the front passenger of the vehicle fired numerous rounds at Jonathan, whom police said was mistaken for a rival gang member. Jonathan was hit twice, in the front neck area and back right thigh, before he fled on foot and collapsed on the street, police said. Jonathan was taken to Huntington Memorial Hospital where he was pronounced dead.

LOS ANGELES, March 2, 2011 -- Councilmember Ed P. Reyes gathered with City leaders and bicyclists at the City Hall south steps today to celebrate the adoption of the City's Bicycle Master Plan.
"With this Bike Plan, we're paving the way for a more bike-friendly L.A.," said Reyes, who has spearheaded bike projects along the Los Angeles River. "Approval of the City's Bicycle Plan is a critical milestone to support bicycling as a viable and safe transportation alternative. It's a cultural shift on how we view transportation, and opens up more opportunities for bicyclists, of all levels of ability and comfort, to ride in an urban environment."

Reyes was joined by Mayor Antonio Villaraigosa, Councilmembers Bill Rosendahl, Eric Garcetti, Tom LaBonge, Jose Huizar, Controller Wendy Greuel, Los Angeles Police Department Chief Charlie Beck, the Los Angeles County Bicycle Coalition and dozens of bicyclists who pedaled from communities throughout L.A. to City Hall for this morning's press event.

The City's Bicycle Plan, approved unanimously(12-0) yesterday by the City Council, lays the framework for a Citywide 1,680-mile bikeway system. The plan calls for 200 miles of new bikeways every five years. The plan can be viewed at www.labikeplan.org.

“The City’s New Master Bicycle Plan is another great example of Measure R funds at work—we are investing in bicycling as a viable transportation option and in the process encouraging Angelenos to lead healthy, active lifestyles,” Mayor Villaraigosa said. “With the addition of over 1,600 miles of bikeways, Los Angeles is on the path to becoming a world-class city for bicycling.”

The City originally adopted a plan in 1977 that envisioned a 600-mile Citywide bikeway network. A second plan in 1996 designed a 673-mile network. The new Bicycle Master Plan designates a Citywide network of 1,680 miles—673 miles from the 1996 plan plus an additional 1,007 miles.

The plan includes three main bikeway networks—the Backbone Network, the Neighborhood Network and the Green Network. When completed, the three networks will give a vast majority of Angelenos access to a City bikeway within one mile of their home.

The 707-mile Backbone Network, comprised primarily of bicycle lanes, will enable access to major employment centers, transit stations and stops, and educational, retail, entertainment, and recreational resources.

The 834-mile Neighborhood Network includes local streets with low traffic volumes and slower speeds where bicyclists of all experience levels can feel comfortable. The Neighborhood Network will enable all bicycle riders, including children, families, young adults, and seniors, to access neighborhood facilities including schools, libraries, shopping districts, parks and open space.

The 139-mile Green Network enhances access with bicycle paths and shared use paths to the City’s green open spaces, particularly river channels like the Los Angeles River.

The Bike Plan will be funded by Measure R Local Return Funds, local funds from the Transportation Development Act, Federal grant funds from the MTA’s Call for Projects, the State’s Bicycle Transportation Account and Federal and State Safe Routes to Schools.

Lincoln Park Gateway Restored

I recently joined longtime Lincoln Heights residents to celebrate the restoration of a historical landmark--the Lincoln Park Gateway. This park is the original site of the Los Angeles Zoo. The gateway, built in an early Art Deco style in 1931, features four major pylons, each with an electric lantern. There are terracotta tile benches, a terracotta drinking fountain and a main ornamental fountain with water spout. I have fond memories from my childhood at this very site. I hope you and your family enjoy the restored Lincoln Park Gateway and create your own memories too.

It's a beautiful day for a bicycle ride in L.A!

Today, I joined bicyclists who stopped at MacArthur Park during their Playa del Rey to Downtown L.A. Bike Tour. The 18-mile ride was led by officials from the City's Planning Commission, U.S. Environmental Protection Agency(EPA), Los Angeles County Bike Coalition(LACBC) and Los Angeles County Department of Public Health.

"The event is designed to help bicyclists learn how to navigate downtown safely, while enjoying a sunny bike tour of our great City," said Reyes. "The event also supports ongoing bicycle projects, including a bike lane on 7th Street in downtown. This will incorporate a "road diet" where we reduce the vehicle travel lanes from two in each direction, to one in each direction. Bike enthusiasts can also look forward to added bike paths along the L.A. River."

In addition to MacArthur Park, the bike tour also included stops in Culver City, the County Cycling Collaborative(1250 6th St.)and Los Angeles City Hall. The ride was led by Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest, joined by Mitch Katz, Director, Los Angeles County Department of Health Services, Dr. Jonathan E. Parents had a chance to speak with individuals from organizations like Aztec Rising, Hathaway-Sycamores Child and Family Services, North Figueroa Association, and Metro Rail Safety about local services for their children. Parents discussed their concerns about keeping their children safe with local Los Angeles Police Department representatives and Los Angeles Unified School District administrators. Los Angeles, (November 18, 2010) — Councilmember Ed P. Reyes, joined by health leaders, today launched the National League of Cities (NLC) free prescription discount card program at St. Barnabas Senior Services, 675 S. Carondelet St.

“The free card helps the nearly 29%, or 2.7 million, uninsured residents younger than 65 Countywide,” said Reyes, to a crowd of more than 50 seniors at St. Barnabas in the Westlake community. “People of any age, income level, residency status or level of health care coverage can get an average savings of 20% of their prescriptions.”

The card also helps nearly half a million elderly living alone who barely make ends meet. The 29% figure is significantly higher than the statewide average of 24.3%, according to a recent UCLA study.

The NLC program has been successful in hundreds of cities nationwide, including Orlando, FL, Atlanta, GA, Chicago, IL and Buffalo, NY.

“We are pleased that Los Angeles has joined the more than 400 cities from around the country to participate in this important program,” said Donald J. Borut, NLC Executive Director. “As cities struggle during these tough economic times, residents must be able to access much-needed and potentially life savings prescriptions.”

Reyes was joined by Rigo J. Saborio, St. Barnabas President & CEO, Brad Stone, CVS Caremark Regional Vice President, and Vivian Gonzales, Director of Nursing, Arroyo Vista Family Health Center and senior card users. They discussed the importance of the discount cards during these challenging economic times. The press event concluded with a performance by St. Barnabas line dancers and questions from news reporters and seniors. Prescription card information was available in English, Spanish and Korean.

The discount card may be used by all residents at more than 60,000 participating retail pharmacies across the country, including major chains throughout Los Angeles. There are no restrictions based on the resident’s age, income level, or existing health coverage. Pets that take prescriptions that are also used to treat human conditions are covered.

Tonight we gather for a very special celebration – the 200th anniversary of El Grito and the 100th anniversary of Mexico’s revolution.
What do we mean by “El Grito?” What is the cry? What is the shout?
El Grito is the famous cry that triggered Mexico’s successful war for independence.
El Grito was the cry of freedom by the peasants, a cry of freedom from the political, economic and religious hardships imposed on them by Spain.
Across the span of two hundred years, El Grito still echoes loudly, still cries out to us today. El Grito is not a thing of the past. It is the cry of people today. Right now.
El Grito is the cry of all immigrants, Mexicans, yes, but not Mexicans alone. It is the cry of all immigrants who come to this country seeking a better life.
What is El Grito? Ask the single mother who struggles to work in order to feed her children and still finds time to raise them, to nurture them, to teach them what it means to live free from want.
El Grito is the cry of every worker who asks to be paid a decent wage for a day’s work.
What is El Grito? It is the cry of our children eager for a good education, an education that will make them well-rounded citizens and participants in our democracy.
Many of us gathered here today are the sons and daughters of Mexican citizens that came to America to seek economic justice and a strong future for their children.
Tonight, I celebrate my parents who came to this country in the 1950s from Mexico City and Guanajuato. Tonight, we celebrate all of you who work honorably day and night to raise a family.
Today, we, the children of immigrants are parents ourselves. We are doctors, teachers, lawyers, bus drivers, restaurant, construction and hotel workers. And yes, politicians.
So what is El Grito? Call it the shout. Call it the cry.
Call it the Declaration of Independence. Call it the Emancipation Proclamation. Call it the Civil Rights Movement.
Call it what you will. Call it the cry of freedom, of tolerance, dignity and respect for all human beings.

Reyes Rows With L.A. River Boating Program

Bringing people closer to the Los Angeles River has been one of my top goals as we renew the River with major parks, bike and pedestrian trails, and natural habitat preservation. With this in mind, I am happy to report another major step toward this goal.

I recently introduced a motion that would allow non-motorized boating in the L.A. River for the first time. This motion is about creating opportunities for you to experience the L.A. River--a living, breathing ecosystem of water, plant and animals--through kayaking and other non-motorized boating activities. It further brings communities together and creates access to the River for locals, especially those who travel long distances just to recreate in water.

The motion follows the U. S. Environmental Protection Agency’s recent ruling on July 7, 2010 that the Los Angeles River is navigable, and thus entitled to Clean Water Act protections. The following day, I had the honor and pleasure of welcoming the President’s top environmental advisers to my district. They toured the L.A. River as part of President Obama’s Great Outdoors Initiative.

In 2007, the City Council adopted the Los Angeles River Revitalization Master Plan that calls for creating public access to the River through recreation such as water contact activities, as well as parks, pedestrian and bike trails. City’s First Latino Fire Commissioner Honored with Lincoln Heights Fire Station Plaque

Joe M. Sanchez, Jr., the City’s first Latino Fire Commissioner in modern times, was honored today by elected and community leaders for pioneering the way for Latinos in the Los Angeles Fire Department, and saving countless lives Citywide. Sanchez, joined by his family, was honored with a plaque unveiled today in front of the Lincoln Heights Fire Station 1.

Sanchez was a strong voice for minority hiring and training programs to better serve the City’s underserved Spanish-speaking residents.

"My job on the commission was to fight the status quo, and to demand that the department change to be more reflective of the City it served," said Sanchez, 77.

Sanchez was honored during a plaque dedication ceremony attended by Councilmembers Reyes, José Huizar and Tom LaBonge, County Supervisor Gloria Molina, Fire Commission President Genethia Hudley-Hayes, family members and community.

“I‘m proud to know that residents, especially our youth, can now visit Fire Station 1 and be inspired by reading what someone like Mr. Sanchez can accomplish if they have the compassion and will to do so,” said Councilmember Reyes, whose district includes the Lincoln Heights fire station. “The people of Los Angeles are indebted to Mr. Sanchez and his contributions.”

Sanchez, born in Albuquerque, New Mexico, moved to Los Angeles when he was eight years old. In September 1973, Mayor Tom Bradley appointed the longtime resident to the City’s Board of Fire Commissioners. Sanchez served as commission President Pro Tem from 1973-76 and as Vice President from 1977-78.

"There were some brave firefighters and fire department staff who helped us,” Sanchez said. “They knew the department had to change with the times and the population, and in doing so, would only become a better department. They fed me information. They helped me put together plans for a Spanish-language training program. They made the difference. They saved lives. They deserve our thanks."

Sanchez led the effort to boost Spanish-surnamed employees in the Fire Department from 67 to 300, and bilingual positions from 12 to 119.

He also implemented the Bilingual Emergency Training Program to teach firefighters emergency phrases in Spanish to help save lives of non-English speaking residents.

In addition, he published fire prevention brochures in Spanish and conducted a City-wide study to assure equal justice of all people, regardless of race, color, creed or national origin.

“With a fire department that today more accurately reflects the diverse makeup of Los Angeles, it might be easy to overlook the hard-fought contributions Joe Sanchez, Jr. made to ensure that diversity,” said Councilmember José Huizar. “Today, with this plaque, we are ensuring that we and future generations never forget the debt we owe this great man for all he did to improve the Los Angeles Fire Department and the City of Los Angeles.”

Councilmember LaBonge called Sanchez “a great man--a pioneer of equality, a leader in the community and a friend. His work has influenced the Los Angeles City Fire Department and will continue to do so. I'm proud to stand next to Joe's wife, Laura, in honoring Joe's work and service to Los Angeles.”

Please join senior representatives of the U.S. Environmental Protection Agency, the White House Council on Environmental Quality, the U.S. Department of Agriculture, the U.S. Department of the Interior and the U.S. Department of Defense for a public listening session and discussion in Southern California on conservation, recreation, and reconnecting people to the outdoors. The session will be held July 8 from 3:00 pm to 7:00 p.m. at Occidental College in Los Angeles.
This past April, at the White House Conference on America’s Great Outdoors, President Obama launched the America’s Great Outdoors Initiative to develop a 21st century conservation agenda and to reconnect Americans with our great outdoors. The President asked his leadership team to engage the full range of interested groups, including State and local governments, community-based organizations, recreation and conservation groups, sporting organizations, youth groups, and others.
This Los-Angeles based listening session, one of several being held around the country, offers an opportunity to hear and describe the challenges and opportunities we face in land and water conservation, in improving recreational opportunities for a large urban population, and in restoring and conserving our vital natural and cultural resources to enable access to a broad array of outdoor recreation. Sanitation workers at the North Central District Yard in Lincoln Heights were highlighted in a recent Los Angeles Times article for their hard work and popularity among the community they serve. The article covered an open house hosted by the Los Angeles Bureau of Sanitation, one of several the agency puts on to promote recycling. Attendees who came to celebrate the hard work of these city employees were treated to a barbeque lunch, recycling-themed beanbag tosses, and free plants and trees.

LOS ANGELES BECOMES LARGEST CITY TO BOYCOTT ARIZONA—Los Angeles City Council today approves Reyes-Hahn Motion to suspend travel to state and end business with Arizona

Los Angeles became the largest city to boycott Arizona after the Los Angeles City Council today approved a motion proposed by Councilmembers Janice Hahn and Ed P. Reyes to end business with Arizona.

“Bad things happen when good people don’t stand up and speak out, and that’s exactly why 13 members of the Los Angeles City Council stood together today,” said Hahn, after the motion passed by a 13-1 vote. “We are sending a message, loud and clear, that we will not tolerate a law which breeds fear and discrimination.”

“Los Angeles is the second largest city in this country, an immigrant city, an international city. It needs to have its voice heard,” Reyes said. “As an American, I cannot go to Arizona today without a passport. As an American, I am offended that I can’t feel comfortable traveling in my country without fear of falling victim to racial profiling. Whatever one’s feeling might be about the undocumented, no American should ever have to feel that threat.”

The Reyes-Hahn motion specifically calls for the City of Los Angeles, and all of its departments, to:

· Immediately suspend travel to Arizona to conduct City business.
· Direct City Departments to refrain from entering into any new or amended contracts to purchase goods or services from any company that is headquartered in Arizona.
· Instruct the City Administrative Officer to identify which contracts can be terminated immediately.

The proposal could affect a portion of the City’s more than $56 million in contracts with Arizona-based companies. Los Angeles joins Oakland, San Diego, San Francisco, Washington D.C., Boston and other cities nationwide in calling for an economic boycott after an Arizona immigration law was passed that would encourage racial profiling.

A resolution proposed by Councilmembers Janice Hahn and Ed P. Reyes to denounce Arizona’s new immigration legislation and boycott the State of Arizona will be voted on by the Los Angeles City Council on Wednesday, May 12. The resolution calls for Los Angeles, and all of its departments, to end current contracts with, and refrain from future contracts with, Arizona-based companies.

According to a City report, Los Angeles has 35 contracts totaling about $7.7 million with Arizona-based companies. The City and its proprietary departments, not including Department of Water and Power(DWP), have 48 contracts totaling at least $56 million with Arizona-based companies. Proprietary departments include the Harbor Department, Community Redevelopment Agency/LA, Los Angeles World Airports(LAWA) and LAWA Airlines. Data from DWP is not yet available.

Big Sunday Weekend is a national clean-up day that takes place every first weekend of May. Communities from all over the United States come together to beautify, recycle, paint and plant gardens in their community.

Free and Low Cost Legal Help for People Facing Eviction

The Justice for Tenants Campaign is offering FREE and LOW COST representation by qualified licensed attorney's for people facing eviction in Los Angeles. There are two agencies-- in Lincoln Heights and Westlake-- working to help residents in Council District 1.

Lincoln Heights Housing Rights Clinic is offering legal help at Cafe in the Heights, 3510 N. Broadway, every Wednesday from 6p.m. to 9p.m. No appointment necessary, no one is turned away due to lack of funds and no restrictions on eligibility.

Inquilinos Unidos is holding their low cost representation help at 660 S. Bonnie Brae St., on the second floor, every Wednesday from 1:30-5:30 p.m. Donations are requested, but no one will be turned away for lack of funds. It's walk-in only, first come, first served legal help.

At least 40,000 tenants are evicted in Los Angeles County each year. Studies show that tenants have less than 1% chance of winning when they go to court without a lawyer.

Reyes Breaks Ground on Affordable Housing at MacArthur Park Metro Station

I joined the community and local leaders today to break ground on more than 170 affordable housing units at the Westlake/MacArthur Park Metro Rail Station. As one of the strongest advocates for mixed income housing, I made sure the apartments are affordable to local families. Monthly rents will range from less than $300 for a two-bedroom to $1,153 for a three-bedroom unit.

These units are for the people. It happens because we never stopped believing in a mixed income community. An environment where folks of different income, different ethnicity, different countries, can be sitting elbow to elbow in a subway, in a park and share a living space in an international setting like Los Angeles.

The first phase of construction, on land adjacent to the Metro Station, includes 90 units, 15,000-square-feet of retail space and 100 parking spots. Phase 2, located directly above the Metro Rail Line subway tunnel, will have 82 units and 17,000 square feet of retail space. Additionally, a community room will be designed within each phase, along with sidewalks, curbs and gutters, street trees, and underground utilities.

This development is a public-private joint venture between McCormack Baron Salazar (MBS), the Los Angeles Housing Partnership, Polis Builders, the Los Angeles County Transportation Authority and Community Redevelopment Agency. Working together, we are not only building housing. We are building a stronger community.

Dodger Stadium Express Bus Service is Back for 2010 Season

The no-cost shuttle that connects Union Station to Dodger Stadium for fans is back for the 2010 season thanks in part to a $300,000 grant from the Mobile Sources Air Pollution Reduction Review Committee. Councilmember Reyes, alongside Mayor Antonio Villaraigosa, Council President Eric Garcetti and representatives from Metro, were on-hand yesterday at Dodger Stadium to unveil the buses.

The Dodger Stadium Express buses, running on natural gas, will shuttle between the locations every 10 minutes before game time, beginning 90 minutes prior to the first pitch until the third inning; and approximately every 30 minutes until the final out. Admission tickets to Dodgers games will be honored as fare payment to ride the bus. The service begins April 1 with the Dodgers pre-game series.

To inspire the revitalization of the Los Angeles River, the Councilmembers joined Friends of the Los Angeles River(FoLAR) in welcoming Seoul, Korea’s Stream Restoration Team to Los Angeles by co-mingling the waters of the two urban rivers.

During the press conference, officials holding a blue vase poured water hand-carried from the Cheonggyecheon Stream, which flows through Seoul, South Korea, into the L.A. River. The Stream had been encased in concrete until a two-year, $384 million dollar restoration effort transformed it into a park and recreation area in the city’s core.

“Imagine permanently shutting down one of L.A.’s major freeways to create a living, breathing river,” said Councilmember Reyes. “That’s essentially what happened in Seoul, Korea and today Korean delegates are here to inspire us as we revitalize the L.A. River, the birthplace of our City. They demonstrated to the world, novel and innovative ways of engaging citizens on how river renewal could improve the quality of life of all residents.”

"Co-mingling the waters of these two great rivers is a symbolic gesture of hope," said Councilmember LaBonge. "By admiring and celebrating the success of our Korean neighbors we can see with our own eyes how restoring a river to its natural habitat can bring beauty, grace and economic vitality to a great city."

In addition to the Korean delegates, the Councilmembers were joined by City Engineer Gary Lee Moore, FoLAR Founder and President Lewis MacAdams, Korean Cultural Center Director Jaewon Kim and and FoLAR Executive Director Shelly Backlar.

The ceremony was held at Taylor Yard, the site identified in the City’s Los Angeles River Revitalization Master Plan for large-scale ecosystem restoration and concrete removal. The LARRMP, adopted in May 2007, is a 25-50 year blueprint to transform a more than 30-mile stretch of the Los Angeles River into a continuous greenbelt linking communities.

This is the first in a series of events co-sponsored by Friends of the Los Angeles River (FoLAR) and the Korean Cultural Center Los Angeles to bring together the stories of two rivers.

Surprise Dodgers players will be in attendance to open the ninth Dreamfield in Los Angeles.

The baseball field, the first major renovation at the club since 1950, will feature a new grass infield, warning track, chain-link backstop, dugouts, side fencing, irrigation system and environmentally-friendly Musco lighting to replace older fixtures.

The Dreamfields program is a major initiative of the Dodgers Dream Foundation, which provides educational, athletic and recreational opportunities for kids in the greater Los Angeles area. Plastics Industry Partners with L.A. River Students to Promote a Cleaner L.A.

Councilmember Ed P. Reyes joined inner-city students and officials today at Río de Los Angeles State Park to announce a $100,000 contribution from the American Chemistry Council to the Los Angeles River Keepers.

"This generous donation from the American Chemistry Council pumps much-needed dollars into two of the City's most valuable resources--our youth and our environment," said Reyes, who spearheaded the City's Los Angeles River Revitalization Master Plan to transform the concrete-corseted L.A. River into a continuous greenbelt linking communities. "The L.A. River Keepers, mostly inner-city young adults, pick up trash, remove bulky items and provide an ongoing presence at the River as it undergoes revitalization. I thank the plastic industry partners for believing in our youth and for working with me to renew the L.A. River."

The LA River Keepers is a young adult program that combines classroom education with outdoor work to help clean and green the L.A. River. This LA Conservation Corps program provides watershed education, native plant landscaping and weekly restoration work including removal of debris and illegal dumping, removal of graffiti and recycling.

“Thanks to this new partnership, the LA River Keepers program will be able to continue its efforts to remove and recycle litter and debris from the beautiful LA River and promote environmental education, as well as provide ongoing opportunities for job skills training for our area youth,” said Bruce Saito, Executive Director of the LA Conservation Corps.

Reyes Helps Spanish-Speaking Cyclists Get Safer Commute

Mario Rodas, 24, just got a new bike yesterday. Mario, of Westlake, is one of countless residents who pedal through congested City streets day and night to get to work. Many ride bikes out of necessity because they can't afford a car. Today I was happy to hand Mario, and many other Spanish-speaking cyclists, free helmets and bike lights, thanks to a $25,000 grant from Kaiser Permanente to the Los Angeles County Bicycle Coalition. After the event at a Day Labor Center(1600 Shatto in the Home Depot Shopping Center) near MacArthur Park, I spoke with cyclists about the importance of bicycle safety and how to weigh in on the City's Bicycle Plan Update. The safety of our City's bicyclists, especially in my district, is just as important as that of our drivers and pedestrians. Thank you for working with me to help make our City safer.

WHAT: With the increase of cyclists sharing the road with motorists and the recent daylight saving time change, there is a greater need for cyclists to be visible and to use safety equipment. Many of the cyclists are Spanish-speaking immigrants who rely on bicycles as their primary form of transportation because they cannot afford to own cars. Many are riding during early mornings or nights without lights and helmets and are not aware of traffic laws that can make their commutes safer.

"Countless residents traverse the City’s congested streets daily to get to work,” said Reyes. "Many do so more out of necessity than recreation. The safety of our City’s bicyclists, especially in my district, is just as important as that of our drivers and pedestrians. We need to do everything in our power to ensure their safety. That’s why programs like this are so important.”

To address that need, Kaiser Permanente has provided a $25,000 grant to the Los Angeles
County Bicycle Coalition. The grant will fund more bike safety supplies such as bike lights and helmets for the day laborer cyclists. It also enables LACBC to further its mission to bring together the diverse bicycling community in a united mission to make the entire L.A. county region a safe and enjoyable place to ride.

Councilmember Ed P. Reyes will join hundreds of K-5 students, families, Audubon and Los Angeles Unified friends tomorrow, Saturday, November 7, to transform a Pico-Union school yard into a lush ecosystem of oak woodland, vernal pools, and grassland just blocks from the 10 freeway. The event will take place from 10 a.m.-Noon at the Leo Politi Elementary School yard, 2481 West Eleventh St., Los Angeles, CA 90006.
"Together we are transforming 6,000 square feet of school yard into an urban oasis in Pico-Union, one of the most park poor communities in Los Angeles," said Reyes.
Reyes will join about 400 people to plant native oak and sycamore trees, wild grasses and plants, helping to protect and restore Coastal Sage Scrub, a plant community unique to Southern California that has been drastically reduced due to urbanization.
Los Angeles Audubon helped Leo Politi secure a U.S. Fish and Wildlife Service School Yard Habitat Grant of $18,000 for the project. The School Yard Habitat Program is a new one for the Fish & Wildlife Service and Leo Politi is the program’s inaugural school in Southern California, and a model for other schools in Los Angeles.
Leo Politi Elementary lies in the Pico-Union neighborhood, one of the City’s densest neighborhoods. Yet since its construction in 1991, the school has emerged as an urban oasis for its 818 pre-K-5 students, their families, the community, and hundreds of birds-some resident, some migratory. The 8-acre campus is home to more than 200 trees and the planting of trees has been part of the school’s culture since ground was broken.
The school’s vision is one which began with its namesake, Leo Politi, a Caldecott Award winning author of children’s books. When Leo moved to L.A. in the late 1920s, he embraced the city’s multiculturalism, children, history, flora and fauna. Leo focused his artistic eye on the City’s urban parks and the wonders found within them. The school seeks to fulfill Leo’s dream of making this city a peaceful, safe and happy place for its youngest citizens-a place where their imaginations can run wild and where they can explore all the wonders of the natural world.
